How a petition works
A petition starts from a complaint already filed. People who met the same problem at the same office sign it. When the signatures reach the bar, the petition becomes printable and can be filed with the authority one step above.
Who sets the bar
The person who starts it, anywhere from 5 to 10,000. How many signatures is enough for one ward is not something anyone outside that ward can guess.
Where signatures come from
Direct signatures, plus complaints already filed against that office. The same event is never counted twice.
